Container shipping is a contributing factor to the increased globalization. The container make intermodal transport solutions possible, which makes it possible to transport a container without repacking it between different transport modes. Container shipping links the world trade together and facilitates the global economy by providing cost-effective transport solutions worldwide. Container shipping can take advantage of economies of scale, hence, the cost efficiency. The entire transport chain is pressured to have an efficient and smooth container flow through the transport chain, which has led to defective weighing processes. The defective weighing has resulted in containers being misdeclared. Misdeclared containers pose a risk for all parties handling containers and have caused several accidents. In order to reduce the number of accidents related to misdeclared containers, SOLAS proposed to strengthen the weighing requirements for the shipper. The proposition was accepted by the IMO and will be in force in July 1, 2016. IMO later provided affected parties in the transport chain with guidelines for how the new weighing methods should be conducted. The strengthen requirements states that the shipper has to declare a verified gross mass for the container, if no verified gross mass is stated, the container should not be loaded onto the ship. Penalties for shippers who does not follow the new requirements, and how they will be implemented is left for each country’s national authority to decide. The report aims to examine how the freight forwarders in Gothenburg will be affected by the new requirements, mainly from a legal perspective. The study is based on a literature study and interviews with representatives from a container shipping company, a freight forwarder company and the national authority responsible for the implementation in Sweden. The shipper will also be affected financially, the new requirements requires investment in both time and new weighing equipment. The implementation places responsibility on the shipper, which will affect the division of responsibilities in the transport chain.
