The Baseport system is a system introduced by Stora in year 2000 for the distribution of its paper products. Some characteristics of the system includes the concentration of flows to systemtransports between Stora’s production units in Sweden and the port of Gothenburg, where the transport passes on its way towards the continent. Also, the Baseport system includes the development of loading units to facilitate heavier and more voluminous transports. At the same the capacity of the train infrastructure increased. The purpose of the study is to investigate the evolution of the Baseport system, to investigate the effects when changes in the Baseport system’s environment also affects the transport flows in the whole transport system and finally to investigate what space of action to reduce the environmental impact that existed during the same time. The study uses actor-network theory to describe this evolution, together with Hägerstrands “process landscape-framework”. The study makes judgements on the effects of the Baseport system with the help of a framework, developed in other repots, investigating the indirect effects of changes in infrastructure. Finally a proposal is made on the use of space of action to reduce the environmental impact in the context of the transportsystem and a judgement is made on what space of action to reduce environmental impact that existed in the case in point. The study concludes that through the evolution of the Baseport system regional imbalances in transport flows has been further conserved or reinforced; the possibilities for co-loading has reduced; and the risk for higher transport flows has increased, which among other things relates to the increased infrastructural capacity. Some actors have, through their relations, to a particular extent and through their functioning enabled or restricted the space of action to reduce the environmental impact. Stora has played the enabling role when they have optimized their transports and reduced the need for energy. The state has also played an enabling role by promoting train as a transport mode by reduced fees for using the train infrastructure. Three restricting aspects are brought out. Fysical relations such as the localization of the raw material, affecting the localization of production units, just admits certain possibilities to change transport distances when at the same time localization of customers often are far from the raw material. The second aspect is changed institutions. The opening of a European market without the introduction of regulations for transport-related activities cross national borders have had a negative impact on transport distances. Changed institutions leads to the third aspect, growing markets and the increased specialization of the production, which contributes to increased regional imbalances and increased transport distances.
