Abstract

Among large organizations managing multiple projects simultaneously, maintaining numerous projects presents significant challenges, particularly in prioritizing projects and managing knowledge erosion. This study aims to develop and validate indicators for efficient project prioritization and knowledge loss prevention by creating a Software Measurement System (SMS) that offers stakeholders practical information. This research follows a design science research method, iteratively designed and implemented the SMS in two cycles. In the first cycle the conceptual model of the SMS is designed. Then the SMS is implemented and evaluated in the second cycle. The two indicators proposed in this study are verified to be relevant, clear, and effective in guiding project prioritization and knowledge management. Stakeholders found the SMS useful, but documentation and transparency in calculation methods were recommended. This research contributes to industrial and academic domains by offering a robust SMS for real-world projects and providing empirical insights into the relationships between various data sources and project metrics.
