A new Beam Gas Ionization monitor (BGI) is being designed for CERN Proton Synchrotron (PS). It will be used for the qualification of the Large Hadron Collider (LHC) beams during the run two and beyond. Most of the beam shaping is done in the PS and an accurate and reliable measurement of the beam emitance is needed in order to ensure the proper shape of the beam fed to the Super Proton Synchrotron (SPS) and LHC. A BGI uses the electrons resulting from the beam/gas ionization process in order to estimate its emitance (or profile). The electrons are translated to a detector by a strong electro-magnetic field generated by a drift-cage and a magnet. A detector then record the spacial and temporal information of the incoming electrons and a profile is extrapolated. This BGI uses a new type of detector, the Timepix3 Hybrid Pixel Detector (HPD). The Timepix3 allows for an unprecedented accuracy and readout speed compared to the other existing BGIs. This design brings two novelties, the use of Resistive Glass Product (RGP) plates for the drift-cage and the introduction of active electronics inside the PS primary vacuum. This document covers the following points of the development and design of the PS-BGI; The drift-cage design, cooling system design, Detector front-end pre-design and Detector Data Acquisition Chain (DDAC) pre-design.
