Sammanfattning: Since 1983 when the International Maritime Organisation's (IMO) Convention International Convention of the Prevention of Marine Pollution (MARPOL 73/78) came into force, there have been environmental legislation governing shipping, it was not however until 2005 before shipping got regulations for air emissions. The new rules provided opportunities to introduce more stringent emissions requirements in particular exposed areas, since 2006 Sweden lies in a so-called Sulphur Emission Control Area (SECA). Emission restrictions in SECA areas will be tightened in 2015. The purpose of this report is to create insight into how Sweden enforces their SECA area and how compliance checks are done; different control methods that are use in enforcement will also be addressed. The result of the report is primarily produced through interviews that have been made with organizations that are active in the Swedish SECA cluster. Interviews have been conducted with representatives from the Swedish Transport Agency, analysing firm Saybolt and IGPS project, which is a remote monitoring system that Swedish Transport Agency is expected to make use of in the future. The result shows that the Swedish Transport Agency are performing verifications of sulphur directive of about 0.2% of all vessel calls coming to a Sweden, the report also shows that the Swedish Transport Agency is working to develop a new monitoring and sanction system.
