dc.description.abstractThe traffic density is getting increasingly intense in the North Sea and there are several research projects that develop tactical route exchange in order to continue facilitate safe traffic in the new conditions. In this study the following two issues were brought up to examine the systems compatibility with COLREG and what advantages as well as risks that are inherent with the possibly new tool: What circumstances or situations make the manoeuvring of a vessel from an officers perspective worse alternatively easier with the aid of tactical route exchange? How do the traffic situations and applicable rules in COLREG get effected? The study has been done by the means of at first familiarize with the system during a simulation arranged by the research program ACCSEAS at Chalmers University of Technology. Then was semi structured personal interviews held with five experts in their respective field of specialization. These were tactical route exchange, the set of regulations within COLREG as well as the standard practices of seamen. The experts considered both the theoretical issues and a set of concrete cases based on real situations to evaluate the consequences of tactical route exchange. The result shows that the circumstances and situations that are mentioned by the experts to involve any risks with the system are overconfidence in it as well as possible cultural differences that would differ the user experience. Furthermore, the working procedures for the officer of the watch would become more advanced. Meanwhile does the workload not change to an appreciable extent and the situational awareness regarding the traffic situation increases. The common judgement of the experts is that the tool should not be used in close quarter situations to move waypoints or blindly trust route information. However, route information could be analysed in traffic situations in which there are a lot of time and especially when these are subject to alternative pathways. Close quarter situations could also be identified at an earlier stage in the process and ease proper general VHF communication.
